Why in News?
On 6 September 2026, the 6th RISE Conclave was inaugurated at CSIR-IICB, Kolkata under the theme “Driving Innovation & Entrepreneurship for Viksit Bharat 2047”. The event brought together CSIR laboratories, startups, industry, researchers, investors, incubators, MSMEs and policymakers to accelerate the journey of indigenous technologies from laboratories to the market.
The most important UPSC angle is not the event itself, but the policy question behind it: Why does India produce significant scientific research but often struggle to convert it into scalable products, firms and globally competitive technologies?
Core Idea in One Line
India’s innovation challenge is increasingly shifting from “Can we invent?” to “Can we commercialise, scale and diffuse what we invent?”
Why Tier-2 and Tier-3 Cities Matter
The Science & Technology Minister highlighted that a large share of India’s startups now come from outside major metropolitan centres. This reflects a structural change in the innovation geography of India.
- Lower operating costs: smaller cities can reduce rental and talent-cost pressures.
- Local problem-solving: startups emerging closer to agriculture, manufacturing clusters, healthcare gaps and local supply chains often understand real-world problems better.
- Distributed innovation: innovation beyond metros supports balanced regional development.
- Talent retention: stronger ecosystems can reduce migration of skilled youth to a few large cities.
- MSME linkages: Tier-2 and Tier-3 regions are often closer to traditional industrial clusters and manufacturing ecosystems.
The 4M Framework
The Kolkata RISE Conclave centred on the complementary strengths of four CSIR laboratories through a 4M framework:

What Does “Lab-to-Market” Mean?
Lab-to-market refers to the process through which scientific research moves from an idea or prototype into a commercially viable product, service or industrial technology.
Research → Prototype → Validation → Industry Partner → Funding → Regulatory Approval → Manufacturing → Market Adoption → Scale.
A break at any stage can create the so-called “valley of death” in innovation, where promising research fails before commercial deployment.
India’s Lab-to-Market Bottlenecks
- Weak early industry participation: laboratories may develop technologies without sufficient knowledge of market demand.
- Risk capital gap: deep-tech technologies require patient capital and longer gestation periods.
- Prototype-to-scale gap: a successful laboratory prototype may still be difficult to mass-produce.
- Regulatory complexity: health, biotechnology, energy and advanced materials may face long approval pathways.
- Technology transfer weakness: licensing and valuation systems can be slow or fragmented.
- Limited procurement support: first commercial orders are often difficult for indigenous startups.
- Fragmented academia-industry networks: researchers and firms may work in separate institutional silos.
“Industry from Day One” — Why This Matters
At the same RISE Conclave, the Minister argued that industry partners should be associated with R&D projects from the beginning. This represents a shift from the older model:
Old model: Lab develops technology → later searches for buyer.
New model: Lab + Industry co-design problem → develop technology → test market fit → commercialise faster.
This can improve product relevance, manufacturability, standards compliance and commercial viability.
Major Outcomes of the 6th RISE Conclave
According to the PIB release, the conclave recorded eight MoUs, four technology transfers, two product launches and one facility inauguration. Sixty-seven experts participated across eight panels covering healthcare, manufacturing, advanced materials, critical minerals, decarbonisation and science-driven startups.
These outcomes are useful because they demonstrate that innovation policy must be measured not only by patents and publications, but also by technology transfer, products, firms, jobs and market adoption.
Role of CSIR in the Innovation Ecosystem
CSIR is a major national R&D network. In the RISE model, its role extends beyond research to:
- technology development;
- testing and validation;
- industry partnerships;
- startup incubation;
- technology transfer;
- capacity building; and
- support for strategic sectors.
RDI Fund and ANRF: The Wider Policy Context
The Minister also referred to the Government’s ₹1 lakh crore Research, Development and Innovation Fund and the role of the Anusandhan National Research Foundation (ANRF). The broader policy objective is to strengthen high-risk, high-reward research and expand partnerships among academia, startups and industry.
For UPSC, connect this with the larger objective of increasing private-sector participation in R&D and reducing the gap between public research capability and industrial innovation.
Why Deep-Tech Startups Are Different
Deep-tech startups are based on substantial scientific or engineering innovation. Their characteristics include:
- longer R&D cycles;
- higher initial capital needs;
- greater technical uncertainty;
- dependence on specialised infrastructure;
- stronger intellectual property requirements; and
- higher strategic potential.
Examples include biotechnology, semiconductors, advanced materials, clean energy, robotics, space technologies and critical-mineral processing.

Why This Matters for Viksit Bharat 2047
A high-income economy cannot depend indefinitely on imported critical technologies. India needs domestic capability in strategic technologies, but technological self-reliance should not mean isolation. The better approach is competitive self-reliance: build indigenous capability while participating in global value chains.

- Create regional innovation clusters around universities, CSIR labs and industrial corridors.
- Bring industry partners into research design from the beginning.
- Expand proof-of-concept and prototype grants.
- Use public procurement to support validated indigenous technologies.
- Strengthen technology-transfer offices and IP valuation capacity.
- Develop patient-capital funds for deep-tech startups.
- Connect Tier-2 and Tier-3 innovators with national laboratories and test facilities.
- Measure innovation by commercial outcomes, not only publications and patents.
- Promote women and first-generation entrepreneurs in science-led startups.
- Build stronger global partnerships while retaining domestic manufacturing and knowledge capability.

6 सितंबर 2026 को सीएसआईआर-आईआईसीबी, कोलकाता में छठे राइज़ कॉन्क्लेव का उद्घाटन हुआ। इसका विषय था “विकसित भारत 2047 के लिए नवाचार और उद्यमिता को गति देना”। इसमें सीएसआईआर प्रयोगशालाएँ, स्टार्टअप, उद्योग, शोधकर्ता, निवेशक, इनक्यूबेटर, एमएसएमई और नीति-निर्माता एक मंच पर आए।
यूपीएससी के लिए असली प्रश्न कार्यक्रम नहीं, बल्कि यह है कि भारत उल्लेखनीय वैज्ञानिक शोध तो करता है, लेकिन उसे बड़े पैमाने पर उत्पाद, उद्योग और वैश्विक प्रतिस्पर्धी प्रौद्योगिकी में बदलने में बाधाएँ क्यों आती हैं?
एक पंक्ति में मूल विचार
भारत की नवाचार चुनौती अब “क्या हम आविष्कार कर सकते हैं?” से आगे बढ़कर “क्या हम आविष्कार को बाज़ार, उद्योग और बड़े पैमाने तक पहुँचा सकते हैं?” बन चुकी है।
टियर-2 और टियर-3 शहर क्यों महत्त्वपूर्ण हैं?
- कम परिचालन लागत: छोटे शहरों में किराया और अन्य लागत अपेक्षाकृत कम होती है।
- स्थानीय समस्या-समाधान: कृषि, स्वास्थ्य, विनिर्माण और स्थानीय आपूर्ति शृंखला से जुड़ी समस्याओं के निकट नवाचार विकसित होते हैं।
- विकेंद्रीकृत नवाचार: महानगरों से बाहर नवाचार क्षेत्रीय संतुलन को बढ़ाता है।

4M ढाँचा
राइज़ कॉन्क्लेव के केंद्र में चार सीएसआईआर प्रयोगशालाओं की पूरक क्षमताओं को दर्शाने वाला 4M ढाँचा था:

‘प्रयोगशाला से बाज़ार’ का अर्थ
यह वह प्रक्रिया है जिसमें वैज्ञानिक शोध को प्रयोगशाला से निकालकर व्यवहारिक और व्यावसायिक उत्पाद बनाया जाता है।
शोध → नमूना → परीक्षण → उद्योग भागीदार → वित्तपोषण → नियामकीय स्वीकृति → विनिर्माण → बाज़ार → बड़े पैमाने पर विस्तार।
यदि इनमें से कोई चरण टूट जाए तो नवाचार तथाकथित “मृत्यु की घाटी” में फँस सकता है।
भारत की प्रमुख बाधाएँ
- शोध की शुरुआत से उद्योग की पर्याप्त भागीदारी नहीं।
- डीप-टेक के लिए दीर्घकालिक जोखिम पूंजी की कमी।
- प्रोटोटाइप से बड़े पैमाने के विनिर्माण तक का अंतर।
- जटिल नियामकीय मार्ग।
- प्रौद्योगिकी हस्तांतरण और मूल्यांकन की कमजोर व्यवस्था।
- स्वदेशी तकनीक के लिए प्रारंभिक सरकारी/औद्योगिक खरीद की कठिनाई।
- विश्वविद्यालय–प्रयोगशाला–उद्योग के बीच संस्थागत दूरी।
“पहले दिन से उद्योग” मॉडल
इसी कॉन्क्लेव में यह विचार रखा गया कि उद्योग भागीदार को अनुसंधान परियोजना के प्रारंभ से जोड़ा जाए।
पुराना मॉडल: प्रयोगशाला तकनीक बनाए → बाद में खरीदार खोजे।
नया मॉडल: प्रयोगशाला + उद्योग समस्या तय करें → तकनीक विकसित करें → बाज़ार उपयुक्तता जाँचें → तेजी से व्यावसायीकरण करें।
यह उत्पाद की उपयोगिता, विनिर्माण क्षमता और बाज़ार स्वीकार्यता को बढ़ा सकता है।
कॉन्क्लेव के प्रमुख परिणाम
आधिकारिक जानकारी के अनुसार, इसमें 8 समझौता ज्ञापन, 4 प्रौद्योगिकी हस्तांतरण, 2 उत्पाद लॉन्च और 1 सुविधा उद्घाटन हुआ। 67 विशेषज्ञों ने स्वास्थ्य, विनिर्माण, उन्नत पदार्थ, महत्त्वपूर्ण खनिज, डीकार्बोनाइजेशन और विज्ञान-आधारित स्टार्टअप पर चर्चा की।

आरडीआई फंड और एएनआरएफ
कार्यक्रम में ₹1 लाख करोड़ के अनुसंधान, विकास एवं नवाचार कोष तथा अनुसंधान नेशनल रिसर्च फाउंडेशन (ANRF) की भूमिका का भी उल्लेख किया गया। व्यापक उद्देश्य उच्च-जोखिम, उच्च-प्रतिफल अनुसंधान को प्रोत्साहित करना और अकादमिक जगत, स्टार्टअप तथा उद्योग के बीच साझेदारी बढ़ाना है।
डीप-टेक स्टार्टअप क्यों अलग हैं?
- लंबा अनुसंधान चक्र;
- अधिक प्रारंभिक पूंजी;
- तकनीकी अनिश्चितता;
- विशेष प्रयोगशाला और परीक्षण अवसंरचना की आवश्यकता;
- मजबूत बौद्धिक संपदा; तथा
- उच्च रणनीतिक महत्त्व।
उदाहरण: जैव-प्रौद्योगिकी, सेमीकंडक्टर, उन्नत पदार्थ, स्वच्छ ऊर्जा, रोबोटिक्स, अंतरिक्ष तकनीक और महत्त्वपूर्ण खनिज प्रसंस्करण।

विकसित भारत 2047 से संबंध

मुख्य चुनौतियाँ

- विश्वविद्यालय, सार्वजनिक प्रयोगशाला और उद्योग का कमजोर जुड़ाव।

विश्वविद्यालय, सीएसआईआर प्रयोगशाला और औद्योगिक कॉरिडोर के आसपास क्षेत्रीय नवाचार समूह विकसित किए जाएँ। अनुसंधान की शुरुआत से उद्योग को भागीदार बनाया जाए। प्रूफ-ऑफ-कॉन्सेप्ट और प्रोटोटाइप अनुदान बढ़ाए जाएँ। सत्यापित स्वदेशी तकनीक के लिए सार्वजनिक खरीद का उपयोग किया जाए। प्रौद्योगिकी हस्तांतरण कार्यालयों और बौद्धिक संपदा मूल्यांकन क्षमता को मजबूत किया जाए। डीप-टेक के लिए धैर्यपूर्ण पूंजी कोष विकसित किए जाएँ। टियर-2 और टियर-3 नवप्रवर्तकों को राष्ट्रीय प्रयोगशालाओं और परीक्षण सुविधाओं से जोड़ा जाए। नवाचार को केवल पेटेंट नहीं, बल्कि व्यावसायिक परिणामों से मापा जाए।
