Why in News?
India crossed 300 GW of non-fossil-fuel-based installed electricity generation capacity. According to the Ministry of New and Renewable Energy, the total reached 300.50 GW as on 31 July 2026. This is more than 60% of the 500 GW non-fossil capacity target for 2030.
The key UPSC issue is larger than a headline milestone: Can rapid clean-energy capacity addition be converted into reliable, affordable and strategically secure electricity?

The Ministry stated that non-fossil sources now account for over 54% of India’s total installed electricity generation capacity, which is around 552 GW.
Capacity Is Not the Same as Generation
This distinction is important for both Prelims and Mains. Installed capacity tells us how much generating equipment exists, while electricity generation depends on how much that equipment actually produces over time.
Solar and wind are variable resources. Therefore, a high share in installed capacity does not automatically mean the same share in annual electricity generation. This is why storage, transmission, forecasting, flexible generation and demand management matter.
Why This Milestone Matters
- Climate action: It strengthens India’s ability to reduce the carbon intensity of future growth.
- Energy security: More domestic non-fossil power can reduce exposure to imported fossil-fuel shocks.
- Industrial policy: Clean energy creates demand for solar modules, cells, inverters, batteries, power electronics, electrolysers and grid equipment.
- Macroeconomic resilience: Lower dependence on volatile international fuel markets can improve external-sector resilience over time.
- Strategic autonomy: Domestic clean-tech capabilities are becoming part of national power in the same way as semiconductors, telecom and critical minerals.
- Employment: Manufacturing, installation, maintenance, grid modernisation and green-industry clusters can generate new jobs.
Record Addition in 2025–26
The Ministry reported that during 2025–26, India added a record 55.29 GW of non-fossil capacity. Solar accounted for 44.6 GW and wind for 6 GW of this addition.
Renewable electricity generation also increased from 190.96 billion units in 2014–15 to 477.79 billion units in 2025–26. This helps show that the transition is not merely about installed capacity; actual renewable generation has also expanded significantly.
Solar as the Growth Engine
Solar capacity rose from about 2.8 GW in 2014 to around 165 GW by 2026. This acceleration is significant because solar power can operate across multiple scales—from large solar parks to rooftops, agricultural pumps and commercial installations.
However, solar-heavy growth also raises a system challenge: electricity production is concentrated in daylight hours. As solar penetration rises, the value of storage, flexible demand and evening peak management rises too.
The New Energy-Security Equation
Traditional energy security focused mainly on securing coal, oil and gas supplies. The new energy-security equation is broader:
Clean Energy Security = Generation Capacity + Storage + Grid + Critical Minerals + Domestic Manufacturing + Finance + Technology.
A country may have abundant solar capacity but still remain strategically dependent if it imports critical cells, wafers, battery materials, inverters or essential minerals. Therefore, the energy transition must be analysed as an industrial and supply-chain transition as well.
Domestic Manufacturing: PLI and ALMM
India is attempting to expand domestic solar manufacturing through policy support. The PIB release noted that the enlisted manufacturing capacity under the Approved List of Models and Manufacturers (ALMM) for solar PV modules has crossed 200 GW, compared with 2.3 GW in 2014.
The Production Linked Incentive framework seeks to deepen domestic manufacturing of high-efficiency solar modules. For UPSC, the key analytical point is that energy self-reliance requires value-chain self-reliance, not merely high installation numbers.
Green Hydrogen: The Next Stage
Electricity decarbonisation is only one part of the transition. Hard-to-abate sectors such as steel, fertiliser, refining, shipping and heavy industry require additional solutions. This is where the National Green Hydrogen Mission becomes relevant.
Green hydrogen can link renewable electricity with industrial decarbonisation and potentially create a new export ecosystem. Thus, clean-energy capacity can become an input for green manufacturing rather than remaining limited to the power sector.
Key Structural Challenges
- Intermittency: Solar and wind output changes with weather and time of day.
- Storage gap: Large-scale battery and pumped-storage capacity must expand alongside renewables.
- Transmission: Renewable-rich regions are often far from major demand centres.
- DISCOM finances: Weak distribution companies can slow payment cycles and investment.
- Land and ecology: Large projects may create land-use, biodiversity and livelihood tensions.
- Critical minerals: Lithium, cobalt, nickel, rare-earth elements and other inputs create new strategic dependencies.
- Manufacturing depth: Assembly capacity alone is not enough; upstream cells, wafers, materials and equipment also matter.
- Grid flexibility: Conventional generators, storage and demand-response mechanisms must adapt to variable renewables.
- Financing: High upfront capital requirements and transmission infrastructure need long-term affordable finance.
Just Transition Dimension
India’s clean-energy transition cannot be judged only by aggregate capacity. Coal-dependent districts support jobs, local revenues, transport networks and ancillary businesses. Therefore, a successful transition requires retraining, economic diversification, social protection and new industries in affected regions.
This turns energy transition into a question of federalism, labour policy and regional development, not merely climate policy.

सौर ऊर्जा: परिवर्तन का मुख्य इंजन

ऊर्जा सुरक्षा का नया समीकरण
पुरानी ऊर्जा सुरक्षा का केंद्र कोयला, तेल और गैस की उपलब्धता थी। अब समीकरण विस्तृत हो चुका है:
स्वच्छ ऊर्जा सुरक्षा = उत्पादन क्षमता + भंडारण + ग्रिड + महत्त्वपूर्ण खनिज + घरेलू विनिर्माण + वित्त + प्रौद्योगिकी।
यदि कोई देश विशाल सौर क्षमता स्थापित कर ले लेकिन सेल, वेफर, बैटरी पदार्थ, इन्वर्टर या महत्त्वपूर्ण खनिजों के लिए आयात पर निर्भर रहे, तो रणनीतिक निर्भरता पूरी तरह समाप्त नहीं होती। इसलिए ऊर्जा संक्रमण को औद्योगिक और आपूर्ति-शृंखला संक्रमण के रूप में भी देखना चाहिए।
घरेलू विनिर्माण: पीएलआई और एएलएमएम
भारत घरेलू सौर विनिर्माण को नीति समर्थन दे रहा है। प्रेस सूचना ब्यूरो के अनुसार सौर फोटोवोल्टिक मॉड्यूल के लिए मॉडल एवं विनिर्माताओं की अनुमोदित सूची (ALMM) के अंतर्गत दर्ज विनिर्माण क्षमता 200 गीगावाट पार कर चुकी है, जो 2014 में केवल 2.3 गीगावाट थी।
उत्पादन आधारित प्रोत्साहन व्यवस्था उच्च दक्षता वाले सौर मॉड्यूल के घरेलू विनिर्माण को गहरा करने का प्रयास करती है। यूपीएससी के लिए मुख्य निष्कर्ष है कि ऊर्जा आत्मनिर्भरता के लिए केवल स्थापना नहीं, बल्कि मूल्य-शृंखला में आत्मनिर्भरता भी आवश्यक है।
हरित हाइड्रोजन: ऊर्जा संक्रमण का अगला चरण
बिजली क्षेत्र का कार्बन-मुक्तिकरण पर्याप्त नहीं है। इस्पात, उर्वरक, रिफाइनरी, भारी उद्योग और समुद्री परिवहन जैसे क्षेत्रों में अतिरिक्त समाधान चाहिए। इस संदर्भ में राष्ट्रीय हरित हाइड्रोजन मिशन महत्वपूर्ण है।
हरित हाइड्रोजन नवीकरणीय बिजली को औद्योगिक कार्बन-मुक्तिकरण से जोड़ सकता है और भारत के लिए नया निर्यात पारितंत्र भी बना सकता है। इस प्रकार स्वच्छ बिजली क्षमता औद्योगिक प्रतिस्पर्धा का आधार बन सकती है।
प्रमुख संरचनात्मक चुनौतियाँ
- परिवर्तनशीलता: सौर और पवन उत्पादन मौसम तथा समय के साथ बदलता है।
- भंडारण: बैटरी और पम्प्ड-स्टोरेज क्षमता को तेज़ी से बढ़ाना होगा।
- पारेषण: नवीकरणीय संसाधन वाले क्षेत्र प्रायः बड़े मांग केंद्रों से दूर हैं।
- वितरण कंपनियों की वित्तीय स्थिति: कमजोर वित्तीय स्थिति निवेश और भुगतान चक्र को प्रभावित कर सकती है।
- भूमि और पारिस्थितिकी: बड़े ऊर्जा प्रकल्प भूमि उपयोग, जैव विविधता और स्थानीय आजीविका के प्रश्न पैदा कर सकते हैं।
- महत्त्वपूर्ण खनिज: लिथियम, कोबाल्ट, निकल और दुर्लभ मृदा तत्व नई रणनीतिक निर्भरताएँ पैदा कर सकते हैं।
- विनिर्माण की गहराई: केवल अंतिम असेंबली पर्याप्त नहीं; सेल, वेफर, सामग्री और उपकरण भी घरेलू स्तर पर विकसित होने चाहिए।
- ग्रिड लचीलापन: भंडारण, पारंपरिक उत्पादन और मांग-प्रतिक्रिया प्रणाली को परिवर्तनीय नवीकरणीय ऊर्जा के अनुरूप ढालना होगा।
- वित्त: उच्च प्रारंभिक लागत और पारेषण परियोजनाओं के लिए दीर्घकालीन सस्ता वित्त आवश्यक है।
न्यायपूर्ण संक्रमण का आयाम
स्वच्छ ऊर्जा संक्रमण को केवल कुल क्षमता के आँकड़े से नहीं आँकना चाहिए। कोयला-आधारित जिलों की अर्थव्यवस्था रोजगार, स्थानीय राजस्व, परिवहन और सहायक व्यवसायों से जुड़ी होती है। इसलिए सफल संक्रमण के लिए पुनःकौशल, आर्थिक विविधीकरण, सामाजिक सुरक्षा और वैकल्पिक उद्योग आवश्यक हैं।
इससे ऊर्जा संक्रमण केवल जलवायु नीति नहीं, बल्कि संघवाद, श्रम नीति और क्षेत्रीय विकास का भी विषय बन जाता है।
