Why in News?

South Zonal Agriculture Conference highlighted Digital Agriculture, Farmer Registry and climate-resilient farming priorities.

Digital Agriculture Mission 2026: Farmer Registry, AgriStack and Climate-Resilient Farming

Digital Agriculture Mission 2026 UPSC is a high-value GS-III topic connecting AgriStack, Farmer ID, crop data, DBT, climate-resilient agriculture and evidence-based farm governance.

Current Affairs Date: 18 September 2026

Digital Agriculture Mission 2026 UPSC: Why in News?

The South Zonal Agriculture Conference in Hyderabad brought the Centre, southern States and Union Territories together to deliberate on Digital Agriculture and Farmer Registry, high-value horticulture, edible-oil and pulses self-reliance, natural farming, integrated farming systems, balanced fertiliser use and action against spurious farm inputs.

UPSC Syllabus Mapping

  • GS-III: Agriculture, e-technology in aid of farmers, farm subsidies and direct/indirect support.
  • GS-III: Science and technology applications; inclusive growth; climate-resilient agriculture.
  • GS-II linkage: Cooperative federalism and technology-enabled public service delivery.

Digital Agriculture Mission: Core Architecture

The Digital Agriculture Mission was approved in September 2024. It seeks to build agriculture-focused digital public infrastructure, including AgriStack, the Krishi Decision Support System and soil-profile mapping.

AgriStack: Three Foundational Registries

  1. Farmers Registry
  2. Geo-Referenced Village Maps
  3. Crop Sown Registry

These registries are created and maintained by States and Union Territories. Farmer ID can support scheme delivery, crop insurance, MSP procurement, credit, input distribution and disaster relief.

Latest Farmer Registry Progress

Official data released in August 2026 stated that more than 10.33 crore Farmer IDs had been generated as of 6 August 2026. The Digital Crop Survey provides plot-level crop visibility using photographs and geo-tags, supporting better production estimation, procurement, logistics and input planning.

Why it Matters

  • Targeted delivery: Better identification can reduce exclusion and duplication in farm schemes.
  • Risk management: Crop and weather data can improve insurance and disaster response.
  • Planning: Plot-level data can sharpen estimates of acreage, output and procurement needs.
  • Credit: Verified farmer and land information can reduce information asymmetry.
  • Climate resilience: Satellite, soil, weather and crop data can support location-specific advisories.

Risks and Governance Concerns

  • Data privacy and purpose limitation.
  • Errors in land records and tenancy recognition.
  • Digital exclusion among small and marginal farmers.
  • Interoperability between State databases and central platforms.
  • Need for grievance redress and human oversight in automated decisions.

Way Forward

India should adopt privacy-by-design, strong consent and audit mechanisms, assisted-access channels, clear inclusion pathways for tenants and sharecroppers, open standards and transparent grievance redress. Technology should complement—not replace—local agricultural institutions and extension services.

Prelims Trap

Trap: AgriStack is not a single centrally maintained database. Its foundational registries are created and maintained by States/UTs within a federated digital-public-infrastructure framework.

UPSC Mains Practice Question

Question: Evaluate the potential of AgriStack and Farmer Registry to transform agricultural governance in India. What safeguards are necessary to prevent digital exclusion and data-related risks? (15 Marks, 250 Words)

Model Answer

Introduction: Agricultural policy often suffers from fragmented records, delayed crop information and difficulty in identifying eligible beneficiaries. AgriStack seeks to address this through a federated digital-public-infrastructure architecture.

Body: Farmer Registry can improve targeting of DBT, crop insurance, MSP procurement, credit and disaster relief. Geo-referenced village maps and crop-sown records can provide plot-level intelligence for production estimation, logistics and input planning. When linked with weather, satellite and soil information, digital agriculture can support climate-resilient advisories and faster risk assessment. However, digitisation can reproduce existing errors in land records, exclude tenants and sharecroppers, create privacy concerns and disadvantage farmers with weak digital access. Therefore, the system requires purpose limitation, informed consent, data minimisation, independent audits, human review of automated decisions, strong grievance redress, assisted-service channels and explicit inclusion mechanisms for non-title cultivators.

Conclusion: AgriStack can become a major governance multiplier only when digital efficiency is combined with federal coordination, data rights and last-mile inclusion.

Quick Revision

  • Digital Agriculture Mission approved in 2024.
  • AgriStack: Farmers Registry + Geo-Referenced Village Maps + Crop Sown Registry.
  • Farmer ID supports scheme integration and targeted delivery.
  • Key concern: inclusion, privacy, data quality and grievance redress.
