DAC Clears ₹1.10 Lakh Crore Defence Acquisitions: AoN & Atmanirbharta

Why in News?

On 7 September 2026, the Defence Acquisition Council (DAC), chaired by the Defence Minister, accorded Acceptance of Necessity (AoN) to capital acquisition proposals estimated at about ₹1.10 lakh crore. According to the Ministry of Defence, about 98% of the approved procurement value is expected to be sourced from Indian industry. This makes the decision important for both defence preparedness and the policy of Atmanirbharta in defence manufacturing.

What is Acceptance of Necessity?

AoN is an in-principle administrative approval in the defence acquisition process. It signifies that the need for the proposed capability has been formally accepted. It does not mean that a final purchase contract has already been signed or that the entire estimated amount has been immediately spent. After AoN, procurement moves through subsequent stages such as formulation of detailed requirements, tendering or appropriate procurement route, technical and commercial evaluation, negotiations and contract conclusion.

Major Proposals Covered

  • Indian Army: CBRN reconnaissance vehicles, High Mobility Vehicles, self-propelled mechanical mine layers, Advanced Light Helicopters, Trawl Tanks and Sarvatra Bridge System.
  • Indian Navy: Arudhra Radars and design/development followed by procurement of indigenous Marine Gas Turbines.
  • Indian Air Force: Ground-Based Multi-Purpose Jammers and Defence Forces Secure Access Card system among the approved proposals.

Prelims Focus: CBRN, Jamming and Secure Access

CBRN stands for Chemical, Biological, Radiological and Nuclear. CBRN reconnaissance vehicles are intended to detect, identify, monitor and mark contaminated areas. Ground-Based Multi-Purpose Jammers are intended to interfere with adversary radar systems. The Defence Forces Secure Access Card is based on interoperable RFID smart-card technology and is intended to replace existing paper-based identity cards, passes and permits.

Why 98% Indian Procurement Matters

Defence imports create strategic dependence because supply of spares, upgrades and ammunition can be affected by geopolitics, export controls or disruption in global supply chains. Greater procurement from Indian industry can improve supply-chain resilience, support domestic production and create incentives for private firms, defence public-sector enterprises, MSMEs and technology start-ups to build deeper capabilities.

However, indigenisation should not be measured only by final assembly in India. Strategic autonomy requires domestic capability in engines, sensors, electronic warfare systems, materials, propulsion, semiconductors, software, precision components and testing infrastructure. Therefore, the quality and depth of domestic value addition are more important than a simple label of local procurement.

Operational Significance

The approved categories reflect different dimensions of modern warfare. High-mobility vehicles strengthen logistics and movement in difficult terrain. Mine layers, trawl tanks and bridge systems support combat engineering and battlefield mobility. CBRN vehicles improve survivability in contaminated environments. Radars and jammers enhance detection, electronic warfare and counter-radar capability. Secure access systems strengthen physical and information security in military establishments.

Challenges in Defence Indigenisation

  • Technology dependence: Critical engines, sensors and electronic components may still rely on foreign technology.
  • Long acquisition cycles: Delays can make specifications obsolete before induction.
  • Testing and certification: Defence systems require rigorous validation under varied operational conditions.
  • Scale: Domestic manufacturers need predictable orders to justify investment in specialised capacity.
  • Research-industry gap: Technologies developed in laboratories must be converted into reliable production systems.
  • Lifecycle support: Indigenous procurement should include maintenance, upgrades, spares and repair capability.

  • S – Strategic autonomy: reduce external dependence for critical capabilities.
  • H – High-end technology: deepen indigenous design in sensors, propulsion and electronics.
  • I – Industry ecosystem: integrate DPSUs, private firms, MSMEs and start-ups.

  • L – Lifecycle support: ensure spares, repairs and upgrades are available domestically.
  • D – Defence readiness: link industrial policy with operational capability.

Way Forward

India should accelerate indigenous design and testing, expand long-term procurement visibility for industry, improve technology transfer and intellectual-property arrangements, support defence start-ups and MSMEs, and strengthen joint development between the armed forces, DRDO, public-sector units and private industry. Acquisition reforms should focus on timely delivery and lifecycle readiness, not merely approval values.

Prelims Trap

AoN is not the same as a signed purchase contract. It is an in-principle administrative approval of the necessity of the acquisition. Also, DAC is a defence acquisition decision-making body under the Ministry of Defence; it is not a constitutional body.

7 सितंबर 2026 को रक्षा मंत्री की अध्यक्षता वाली रक्षा अधिग्रहण परिषद (DAC) ने लगभग ₹1.10 लाख करोड़ के पूंजीगत रक्षा खरीद प्रस्तावों को आवश्यकता की स्वीकृति (Acceptance of Necessity—AoN) प्रदान की। रक्षा मंत्रालय के अनुसार स्वीकृत कुल खरीद मूल्य का लगभग 98 प्रतिशत भारतीय उद्योग से प्राप्त किए जाने की योजना है। इसलिए यह निर्णय रक्षा तैयारी के साथ-साथ रक्षा विनिर्माण में आत्मनिर्भरता के लिए भी महत्वपूर्ण है।

आवश्यकता की स्वीकृति क्या है?

AoN रक्षा खरीद प्रक्रिया में सैद्धांतिक प्रशासनिक स्वीकृति है। इसका अर्थ है कि संबंधित सैन्य क्षमता की आवश्यकता को औपचारिक रूप से स्वीकार कर लिया गया है। इसका अर्थ यह नहीं है कि अंतिम खरीद अनुबंध पर हस्ताक्षर हो चुके हैं या पूरी अनुमानित राशि तत्काल खर्च हो गई है। AoN के बाद विस्तृत आवश्यकताओं, निविदा या उपयुक्त खरीद मार्ग, तकनीकी एवं वाणिज्यिक मूल्यांकन, वार्ता और अंततः अनुबंध जैसे चरण आते हैं।

  • भारतीय थल सेना: सीबीआरएन टोही वाहन, उच्च गतिशीलता वाहन, स्वचालित यांत्रिक माइन लेयर, उन्नत हल्के हेलीकॉप्टर, ट्रॉल टैंक और सर्वत्र पुल प्रणाली।
  • भारतीय नौसेना: अरुध्र रडार तथा स्वदेशी समुद्री गैस टर्बाइन के डिजाइन, विकास और आगे खरीद से जुड़े प्रस्ताव।
  • भारतीय वायु सेना: ग्राउंड-बेस्ड मल्टी-पर्पज जैमर और डिफेन्स फोर्सेज सिक्योर एक्सेस कार्ड प्रणाली सहित प्रस्ताव।

लेकिन आत्मनिर्भरता को केवल भारत में अंतिम असेंबली से नहीं मापा जाना चाहिए। वास्तविक रणनीतिक स्वायत्तता के लिए इंजन, सेंसर, इलेक्ट्रॉनिक युद्ध प्रणालियाँ, सामग्री, प्रणोदन, अर्धचालक, सॉफ्टवेयर, सूक्ष्म पुर्जे और परीक्षण अवसंरचना में भी घरेलू क्षमता आवश्यक है।

सैन्य संचालन की दृष्टि से महत्व

स्वीकृत प्रणालियाँ आधुनिक युद्ध के विभिन्न आयाम दर्शाती हैं। उच्च गतिशीलता वाहन कठिन भूभाग में रसद और सैनिक गतिशीलता बढ़ाते हैं। माइन लेयर, ट्रॉल टैंक और पुल प्रणालियाँ युद्ध अभियंत्रण में सहायक हैं। सीबीआरएन वाहन दूषित वातावरण में सुरक्षा क्षमता बढ़ाते हैं। रडार और जैमर पहचान तथा इलेक्ट्रॉनिक युद्ध क्षमता मजबूत करते हैं। सुरक्षित प्रवेश प्रणाली सैन्य प्रतिष्ठानों की भौतिक और सूचना सुरक्षा को आधुनिक बनाती है।

रक्षा आत्मनिर्भरता की चुनौतियाँ

  • तकनीकी निर्भरता: महत्वपूर्ण इंजन, सेंसर और इलेक्ट्रॉनिक घटकों में विदेशी निर्भरता बनी रह सकती है।
  • लंबी खरीद प्रक्रिया: विलंब से प्रणाली के सेवा में आने तक तकनीक पुरानी हो सकती है।
  • परीक्षण और प्रमाणीकरण: सैन्य प्रणालियों को कठिन परिस्थितियों में कठोर परीक्षण चाहिए।
  • उत्पादन पैमाना: उद्योग को विशेष उत्पादन क्षमता में निवेश के लिए निश्चित और पर्याप्त ऑर्डर चाहिए।
  • अनुसंधान-उद्योग अंतर: प्रयोगशाला तकनीक को विश्वसनीय उत्पादन प्रणाली में बदलना जरूरी है।
  • जीवनचक्र समर्थन: मरम्मत, पुर्जे और उन्नयन भी घरेलू स्तर पर उपलब्ध होने चाहिए।

भारत को स्वदेशी डिजाइन और परीक्षण को तेज करना चाहिए, उद्योग को दीर्घकालीन खरीद संकेत देने चाहिए, तकनीक हस्तांतरण और बौद्धिक संपदा व्यवस्थाओं को बेहतर बनाना चाहिए तथा रक्षा स्टार्ट-अप और एमएसएमई को बड़े उत्पादन तंत्र से जोड़ना चाहिए। सशस्त्र बलों, डीआरडीओ, सार्वजनिक रक्षा कंपनियों और निजी उद्योग के संयुक्त विकास पर जोर आवश्यक है। खरीद सुधार का लक्ष्य केवल स्वीकृत राशि नहीं, बल्कि समय पर आपूर्ति और जीवनचक्र उपलब्धता होना चाहिए।
