Why in News?
On 5 September 2026, the Ministry of Home Affairs announced that the Union Home Minister would chair the 28th meeting of the Western Zonal Council in Panaji, Goa, on 7 September 2026. The Western Zonal Council presently comprises Goa, Gujarat, Maharashtra and the Union Territory of Dadra and Nagar Haveli and Daman and Diu.

What are Zonal Councils?

Composition of the Western Zonal Council
The Union Home Minister is the Chairman of each Zonal Council. The Chief Ministers of member States act as Vice-Chairman by rotation, each generally holding the position for one year. The Council includes the Chief Minister and two Ministers from each member State, representatives from Union Territories, and senior officials who participate according to the issues under consideration.
For the 28th Western Zonal Council meeting, the Chief Minister of Goa is the Vice-Chairman. The meeting is organised by the Inter-State Council Secretariat of the Ministry of Home Affairs and hosted by the Government of Goa.

Indian federalism is often discussed as if every issue is a vertical dispute between New Delhi and a State capital. In reality, many problems are horizontal: State versus State, city-region versus neighbouring State, shared infrastructure, migration, transport or security. Zonal Councils make this horizontal dimension visible.
4. They encourage policy learning
Member States can compare administrative practices, identify successful models and adapt them. Federalism therefore becomes not only a system of autonomy but also a system of policy experimentation and learning.
