Introduction

BRICS expansion has increased its representative weight, but its strategic relevance will depend on institutional delivery, development finance and practical cooperation.

Main Answer

Question

“The strategic value of an expanded BRICS will be determined not by its size, but by its ability to convert Global South representation into reform-oriented and practical cooperation.” Examine from India’s perspective.

GS Paper II | International Relations | 15 Marks | 250 Words | Suggested Time: 11 Minutes | Difficulty: Hard

What the Question Demands

The answer must move beyond listing BRICS members. It should evaluate the difference between numerical/representative expansion and institutional effectiveness, then assess India’s interest in global governance reform, development finance, strategic autonomy and practical sectoral cooperation.

Answer-Writing Roadmap

  1. Open with BRICS expansion and India’s 2026 Chairship.
  2. Explain why expansion strengthens Global South representation.
  3. Analyse concrete avenues: NDB, governance reform, technology, food, health, resilience.
  4. Bring in constraints: internal diversity, India-China tensions, consensus problem.
  5. End with India’s preferred reform-oriented, non-bloc pathway.

Dimensions to Cover

Global South; multipolarity; IMF/World Bank reform; New Development Bank; strategic autonomy; development finance; practical cooperation; internal diversity; consensus; India-China asymmetry.

Suggested Flowchart

Expansion → Representation → Bargaining Power → Institutions/NDB → Practical Cooperation → Global Governance Reform
with a parallel caution line: Diversity → Coordination Cost → Consensus Challenge.

Model Answer

Introduction: BRICS has expanded to 11 full members and now represents a large share of the world’s population, output and trade. Yet institutional relevance depends less on numerical weight than on whether the grouping can produce credible alternatives and reforms in development finance, global governance and sectoral cooperation.

Why expansion matters: First, wider membership strengthens the representation of the Global South and adds energy producers, large markets and strategically important regions. Second, it can give greater bargaining power on reform of the IMF, World Bank and other institutions. Third, the New Development Bank and sectoral cooperation can widen development choices.

Why size alone is insufficient: BRICS members differ sharply in political systems, security alignments, trade structures and positions on major conflicts. India-China strategic tensions and unequal economic weight can constrain consensus. Expansion may also produce lowest-common-denominator declarations if institutional mechanisms do not become more effective.

India’s opportunity: India can steer BRICS towards practical public goods—digital public infrastructure, resilient agriculture, health, disaster management, skilling, clean energy, logistics and MSME cooperation—while keeping the grouping reform-oriented rather than anti-Western. Its strategic autonomy allows it to cooperate with BRICS while also engaging the G20, Quad and other institutions.

Way forward: Strengthen the New Development Bank, improve transparency and sustainability standards, use issue-based coalitions, create measurable implementation mechanisms and maintain an inclusive agenda for developing countries.

Conclusion: For India, BRICS will be valuable when representation becomes delivery. A larger BRICS should amplify the Global South without turning diversity into paralysis or multipolarity into bloc politics.

Student Presentation Tip

Use a two-column micro-table: “What Expansion Adds” versus “What Effectiveness Requires”. This prevents a descriptive answer and directly addresses the word “strategic value”.
